The 31 Grand councils (or level) breaks the large Supreme body into manageable size areas. They are normally set up in geographical areas. Some cover a mix of U.S. states and Canadian provinces. The Atlantic Grand is all Canadian and covers the "Atlantic" provinces located in eastern Canada. This body assists the local level by coordinating the non profit type efforts. They provide training through special seminars and conventions and good communication by publishing a periodic news letter.
By invitation, the Grand Counselor visits the 14 councils during his or her term. This keeps the finger on the pulse and addresses concerns and communications issues. This also helps maintain a certain level of consistency among the different councils.
